Title I
Title I is a federally-funded program through the Every Student Succeeds Act (ESSA). The purpose of the legislation is to provide additional opportunities for students to meet grade-level expectations outlined in the Minnesota Academic Standards.
For a school to qualify for Title I funding, a certain percentage of its students need to be eligible for education benefits. Title I schools are required to write yearly plans to address specific needs. These plans are based on needs identified through a comprehensive needs assessment with input from students, families, staff and members of the community.
Mission
The Title I program creates learning opportunities for students to acquire the knowledge and skills to meet state standards in reading and math. It makes conscious efforts to eliminate barriers.
Goals
- To provide support to students in meeting state standards in reading and math
- To supplement classroom reading and math instruction
- To involve families in their student's education in as many ways as possible
How are the funds used?
- Additional staff for academic, attendance or mental health supports
- Resources and materials including additional staff, family engagement and more.
- Family engagement events
- Cultural or academic training for staff

Two types of support
“Targeted assist” sites identify students who would benefit from increased support and provide services to them directly.

Families Right to Know
Family's Right to Know
Under ESSA, families with a student attending a Title I school have the right to request information about the professional qualifications of their students’ classroom teachers and paraprofessionals.
Families have the right to ask for the following information about each of their students’ teachers:
- Whether the teacher has met state qualification and licensing criteria for the grade levels and subject areas in which the teacher provides instruction
- Whether the teacher is teaching under emergency or other provisional status, through which state qualification or licensing criteria have been waived
- Whether the teacher holds proper certification for the subjects or content they are teaching
- Whether the student receives services from paraprofessionals and, if so, their qualifications.
